It's like saying that a boxer is tougher than a street fighter.  While the street fighter fights till a knock out or a submission, the boxer gets to retreat to his corner and be pampered by his supporters.
 
If you don't think that rugby has hard hits, just do a google of it and see what you can come up with.  Keep in mind that they are wearing no protective gear.
 
Also, I take it you played football at some point?  Ever try Rugby?
 
 
Yes I tried Rugy for a bit, although probably not enough to form conclusions.
 
Did you play football Aqua?

The guy was a tank, literally ran through anything. Even after heart problems, and a few operations, he STILL continues to play rugby.

Woudn't you agree in Football you can lay some bigger hits than Rugy? I see a lot more arm tackling, lower speed impacts in Rugy.

high speed impact + padding = low speed impact + no protection.
 
Both sports are pretty much equal, but the debate on witch one is better is always a good chuckle.  personaly i dont really watch either as i am a typical Canadian and watch hockey, my team is also the Toronto maple leafs.

also dont forget american footballers can attempt harder trackles, if you dont hit sombody right in rugby your going to get a knee, boot or elbow in the face.. and if the person is running at speed.. a studded boot to the face isnt pretty (i know, i got one when i played rugby at high school)
